For simplicity, can assume there will be 1 fiber optic/Giga-bit fiber transceiver per module.  This can be handled by 8x quad-pair receiver cards, which are probably 2.5k$ each in small quantity.  Extrapolation (modulo inflation) to larger numbers of channels can be done for the TSMC 0.25um process per the curve in Fig. 26 of NIM A591:534-545 (2008)  [PDF link]
